The Dodd Frank Act: What Every School Finance Team Needs to Know - Part 1

The first portion of this two part seminar will review changes to date stemming from the Dodd Frank Wall Street Reform and Consumer Protection Act that was approved by Congress in July of 2010. The Act expands the jurisdiction of the MunicipalSecurities Rulemaking Board (MSRB) from broker-dealers to municipal advisors as well as an array of financial products, notably municipal derivative and investment contracts. The Act requires that municipal advisors be registered with the SEC, similar to the registration requirement for broker-dealers. The Act authorizes the MSRB to adopt rules that provide professional standards for municipal advisors consistent with their duty to municipal issuers. How Rules for Municipal Advisors are being proposed, amendments and updates to MSRB Rules G-23, G-17 and their affect on school district issuers will be discussed.
