OTHER TASKS THAT COULD BE ADDRESSED DURING AUGUST 2023

  • Prepare Tentative Budget:  Public display of tentative budget at least 30 days prior to adoption (105 ILCS 5/17-1).
  • Hold Public Hearing on the Budget (publish legal notice indicating availability for public inspection of tentative budget and date, time, and location of public hearing (105 ILCS 5/17-1).
  • Adopt FY24 Budget:  Districts must adopt annual budget by the end of the first quarter of the fiscal year and file with the County Clerk and the Illinois State Board of Education within 30 days of adoption.

 

COMING UP IN SEPTEMBER 2023

  • Affidavit of School Treasurer Bonds submitted by Regional Superintendents, in Cook County the appropriate Intermediate Service Center.
  • Within 6 business days after an employer participating in the IMRF approves a budget, that employer must post on its website the total compensation package for each employee having a total compensation package that exceeds $75,000 per year OR an employee’s total compensation package that is equal to or in excess of $150,000 per year. (5 ILCS 120/7.3) (Source: P.A. 97-609, eff. 1-1-12).
  • Each LEA is responsible for keeping their D-U-N-S number and account current with *NEW* System for Award Management – SAM (formerly CCR). SAM (formerly CCR) provides email notification to the account owner of registration expiration.
  • In September (prior to October 1), at a regular board meeting, present to the Board of Education the base salary and benefits of the general superintendent of schools or chief executive officer and all administrators and teachers employed by the school district (105 ILCS 5/10-20.47) and (105 ILCS 5/34-18.38).
  • Annual Sponsor/Site Application for participation in the Child Nutrition Program. File on IWAS under the Application and Claim Entry System (ACES).
  • Certain Quarterly Expenditure Reports for Categorical Grants – The Illinois State Board of Education will notify the school district via email as to which grants must be file on IWAS.
  • Adopt New Budget — End of the first quarter of the fiscal year for most Illinois school districts and, therefore, the last day to adopt the annual budget (105 ILCS 5/17-1). Within 30 days of adoption, the annual budget must be (1) filed with the county clerk (35 ILCS 200/18-50) and (2) transmitted electronically with a deficit reduction plan, if required, to the Illinois State Board of Education (105 ILCS 5/17-1, amended 07/01/2006). If a school district has an Internet website, the current annual budget must be posted on the website. Parents or guardians of the school district’s students must be notified of the budget’s availability and the website address (105 ILCS 5/17-1.2).
  • File annual spending plan for the Evidence Based Funding Formula.
  • Excess Cost reimbursement payment vouchered.
  • First Quarter reimbursement payment for Private Facility vouchered.
  • The targeted resolution date for IDEA maintenance of effort (MOE) is September 30. Districts/cooperatives are encouraged to submit composite/district/ exception worksheets early along with any supporting documentation (e.g. auditor letters) and work with the MOE coordinator to identify all options.

The Every Students Succeeds Act contains a short but significant provision requiring LEAs to report not only district-level expenditure data but also, for the first time, school-level expenditure data.  This reporting began with FY19 data and is reported each year on the Illinois Report Card.  LEAs are required to report actual personnel and non-personnel expenditures of both site-specific and district centralized expenditures. Expenditures will be shown at the site level and must be disaggregated by source of funds (federal vs. state/local).

    This webinar provided key information about the FY 2023 reporting window, including dates, approaches to submissions, IWAS enhancements, and highlights from the 2023 guidance. It also contained important information about a new federal financial reporting requirement known as the School-Level Finance Survey.

 

Pupil Transportation

School boards of community consolidated districts, community unit districts, consolidated districts, consolidated high school districts, optional elementary unit districts, combined high school ‑ unit districts, combined school districts if the combined district includes any district which was previously required to provide transportation, and any newly created elementary or high school districts resulting from a high school ‑ unit conversion, a unit to dual conversion, or a multi‑unit conversion if the newly created district includes any area that was previously required to provide transportation shall provide free transportation for pupils residing at a distance of one and one‑half miles or more from any school to which they are assigned for attendance maintained within the district, except for those pupils for whom the school board shall certify to the State Board of Education that adequate transportation for the public is available.

Each school board may provide free transportation for any pupil residing within 1 1/2 miles from the school attended where conditions are such that walking, either to or from the school to which a pupil is assigned for attendance or to or from a pick-up point or bus stop, constitutes a serious hazard to the safety of the pupil due to either (i) vehicular traffic or rail crossings or (ii) a course or pattern of criminal activity, as defined in Section 10 of the Illinois Streetgang Terrorism Omnibus Prevention Act. Such transportation shall not be provided if adequate transportation for the public is available. The determination as to what constitutes a serious safety hazard shall be made by the school board, in accordance with guidelines promulgated by the Illinois Department of Transportation regarding vehicular traffic or rail crossings or in accordance with guidelines regarding a course or pattern of criminal activity, as determined by the local law enforcement agency, in consultation with the State Superintendent of Education.

The Department of Transportation shall review the findings of the school board concerning vehicular traffic or rail crossings and shall approve or disapprove the school board's determination that a serious safety hazard exists within 30 days after the school board submits its findings to the Department of Transportation. The State Board of Education, in consultation with the local law enforcement agency, shall review the findings of the school board concerning a course or pattern of criminal activity and shall approve or disapprove the school board's determination that a serious safety hazard exists within 30 days after the school board submits its findings to the State Board. The school board shall annually review the conditions and determine whether or not the hazardous conditions remain unchanged.

The school board of any school district that provides any school bus or conveyance for transporting pupils to and from the public schools shall afford transportation, without cost, for children who attend any school other than a public school, who reside at least 1 1/2 miles from the school attended, and who reside on or along the highway constituting the regular route of such public school bus or conveyance, such transportation to extend from some point on the regular route nearest or most easily accessible to their homes to and from the school attended, or to or from a point on such regular route which is nearest or most easily accessible to the school attended by such children.

On or before August 15, annually, the board clerk or the secretary of the district shall certify upon forms prescribed by the State Superintendent of Education the district's claim for reimbursement for the school year ended on June 30 next preceding. The district superintendent of schools shall check all transportation claims to ascertain compliance with the prescribed standards and upon his/her approval shall certify not later than August 15 to the State Superintendent of Education the district's report of claims for reimbursement.

SPECIAL EDUCATION REIMBURSEMENT

The Department of Funding and Disbursements is responsible for the approval and reimbursement of costs for pupils, personnel and services.

In addition, the Department is responsible for:


  1. The collection and reporting of the special education students ages 3-21 who are eligible or receiving direct and related special education services as of December 1 per the federal Individuals with Disabilities Education Act (IDEA)
  2. Verifying student eligibility with the Dept. of Children and Family Services under the Special Education Orphanage Act and residency related issues
  3. Compiling special education student and personnel data for federal reports of pupils and staff required under IDEA
