December Business Office Calendar

Tasks to address during the month of December 2023:

  • December 14 – School districts must submit the Annual Statement of Affairs (ASA) electronically to the Illinois State Board of Education (105 ILCS 5/10-17).  Also, copies of the ASA must be available in the administrative office of the school district.
  • Last Tuesday in December – Certificate of Tax Levy (ISBE 50-02) filed with the county clerk (105 ILCS 5/17-11; 35 ILCS 200/18-15).  Check with your County Clerk for any special office hours related to the holidays.
  • If the estimate of taxes to be levied is more than 105% of the prior year’s tax extension, a Truth In Taxation Public Hearing must be held (35 ILCS 200/18-70). A public notice must be published and strict format and timelines must be followed as stated in 35 ILCS 200/18-75 and 35 ILCS 200/18-80.
  • When Presenting your Levy to your boards in December of 2022, Point out the PTELL rules of CPI or 5% Cap. There is a chance that January CPI that determines Next years levy will be OVER 5%.  History in the making.  A quick tip if negotiating… many of those who lived in the .1% CP and then the 4% CPI the following year were able to negotiate a 2% average raise in their negotiations.  Plan long term to avoid a huge raise and then bad Public Relations for you and your district! 
  • Project your energy this month and give your BOE a heads up on Energy and the costs versus YOUR budget for FY 24… There is a chance that you may go OVER budget.  While we don’t always know our price, unless you locked in to a price, that you may have underestimated the cost last year! Plan ahead… the rapid cost is not normal but to wait until July to tell your board you are OVER budget is harder than a “heads up” moment.
  • Do your mid-year projections for FY24 over your winter break… when the phones aren’t ringing and the office is quiet is a great time to catch up on your critical analysis projects! 
  • Labor costs are NOT going down! Spend some time on your projections and keep the new higher Teacher salary and hourly minimum wage costs in mind! 
  • Did your health care go up? Time to sit down and get your projections updated!
