SPECIFIC TASKS TO ADDRESS DURING JANUARY 2024

  • January 20 – Certain Quarterly Expenditure Reports for Categorical Grants –The Illinois State Board of Education will notify the school district via E-mail as to which grants must file on IWAS.
  • January 31 – Annual Affidavit for Exempt Property is filed with the county assessor (35 ILCS 200/15-10).
  • January 31 – Employer’s Quarterly Federal Tax Return (Form 941).
  • January 31 – Employer’s Quarterly Illinois Withholding Tax Return (Form IL-941).
  • January 31 – Illinois Department of Employment Security Quarterly Report (UI-3/40).
  • Health care 1095 forms for employees
  • January 31 – Wage and Tax Statement (Form W-2) for employees and Miscellaneous Income (Form 1099) for qualifying non-employee payments.

 

 

Other tasks that could be addressed during the month of January 2024:

  • Prepare the list of names/addresses for Statement of Economic Interests filing (due February 1st).
  • Prepare staffing/budget projections and bid specifications.
  • Board of Education designates “some person or persons” (typically the Superintendent and/or Business Official) to prepare the budget in tentative form (105 ILCS 5/17-1).  This is a good month to place this item on the Board agenda because designation/authorization should be done prior to starting the budget development process.  A sample resolution can be found on page 37 of Mechanics of a School District Budget, an ISBE publication that can be downloaded from their website.

FINANCE, BUDGETS & FUNDING

EVIDENCE-BASED FUNDING DISTRIBUTION CALCULATION

On August 31, 2017, the Evidence-Based Funding for Student Success Act, or Public Act 100-0465 became law. Five previous grant programs are combined into a single grant program and distributed as evidence-based funding. Those grant programs are General State Aid, Special Education – Personnel, Special Education – Funding for Children Requiring Special Education Services, Special Education – Summer School and English Learner Education.

Per Public Act 103-0008, in FY 2024 there is an appropriation of $300 million of new funding for tier distribution to all organizational units. In addition, all organizational units and specially funded units will continue to receive their Base Funding Minimum. The FY 2024 Base Funding Minimum for organizational units is equal to the FY 2023 EBF Gross Total State Contribution and Property Tax Relief Grant funds (for applicable districts).
