It is no news to school business officials, other school administrators and school board members that special eucation litigation, which is generally conducted at the administrative level, has become an increasingly complex, lengthy and expensive process over the decades since 1975, when Public Law 94-142 (now called The Individuals with Disabilities Education Act or Idea) was enacted.
